Papa Doug Manchester purchased the property on 9350 Waxie Way, San Diego in 2003 from Mesa View Plaza LLC. The building provides a 119,000 sq. ft. Class-A rentable space and is home to such companies as Residential Funding Corp. and Hoyle Cohen Wealth Management.

In August of 2004, Manchester Plaza LLC was sold for $32.75 million, $3.48 million more than Manchester Plaza LLC paid. The sale of the building was part of a 1031 exchange that also included The Timbers building in Solana Beach and a third office building in Del Mar Heights.

The Taxpayer Protection Act is a citizens’ initiative that provides a safeguard against tax increases, personal or business, in the City of San Diego. While a two-thirds voter majority will not end tax increases, it will require that any proposed new tax be thoroughly explained, completely justified and fairly implemented for it to become law.

A new company, NextWave Wireless was then founded with $550 million cash and zero debt.
